Programme details

The Partnership for Health System Sustainability and Resilience (PHSSR) is a project initiated and promoted by the World Economic Forum in collaboration with LSE, CAPRI, the WHO Foundation, AstraZeneca, Philips, and IQVIA. In Japan, Keio University and the non-profit organization Healthcare Policy Institute Japan (HGPI) are leading the project. This initiative aims to build a more resilient and sustainable healthcare system, learning from the experiences of the pressure exerted on health systems during the pandemic. The event will gather experts from both domestic and international backgrounds to share their initiatives across countries. Discussions will focus on the importance of early responses to non-communicable diseases (NCDs) such as cancer, diabetes, cardiovascular diseases, and respiratory diseases, as well as the enhancement of the quality and access of healthcare delivery systems through medical digital transformation (DX) and the realization of evidence-based policy-making.

Ryoji Noritake

Chair, HGPI (Health and Global Policy Inst.)

Ryoji Noritake is the Chair of Health and Global Policy Institute (HGPI), a Tokyo-based independent health policy think tank established in 2004. He joined HGPI in 2005 and led patient advocacy international collaboration and disaster recovery projects. He previously served as Asia-Pacific Lead for Project HOPE, a US-based medical humanitarian aid organization, where he worked on public-private partnerships for disaster relief and health promotion projects across the Asia-Pacific region. He was a member of WHO's Expert Consultation on Impact Assessment Working Group (2012), a Visiting Scholar at the National Graduate Institute for Policy Studies (2016-2020), and serves on the World Dementia Council. He holds a degree from Keio University's Faculty of Policy Management and an MSc in Medical Anthropology from the University of Amsterdam. He became Executive Director in 2016 and Chair in 2024.

Elias Mossialos

Cheng Yu Tung Chair in Global Health, LSE Health Director Department of Health Policy The London School of Economics and Political Science

Elias Mossialos is the Cheng Yu Tung Chair in Global Health and Director of LSE Health at the London School of Economics and Political Science. His research spans health systems and policy, focusing on healthcare financing, regulation, access, quality, pharmaceutical policy, cancer care, digital health, and antimicrobial resistance. He pioneered the Options Market for Antibiotics, enabling early-stage investment by offering payers rights to purchase antibiotics at reduced prices upon market approval. He also developed securitisation mechanisms for funding performance-based annuities for cell and gene therapies for rare diseases. Professor Mossialos has received numerous awards including the Andrija Stampar Medal (2010) for contributions to European public health, the ACRL Choice Award (2021), two Baxter Awards (2002, 2007), and the Helen-Clark-JoPPP Award (2022). Under his leadership, LSE Health received the UK's Queen's Anniversary Prize in 2009. His public roles include Member of Parliament in Greece (2009-2012), Minister of State (2011), Chair of the Parliament's Social Security Committee, and Scientific Director of the WHO's Pan-European Commission on Health and Sustainable Development (2020-2021), addressing post-COVID health policy priorities.

Mamoru Ichikawa

A Healthcare Communicator / Associate Professor, Department of Media Sociology, Faculty of Sociology, Musashi University / Executive Board Member, Japan Medical Journalists Association

A Healthcare Communicator, he graduated from the Faculty of Medicine, The University of Tokyo in 2000 and joined NHK, covering healthcare and medical issues around the world. In 2016, after serving as a Visiting Scholar at Stanford University, he founded the Medical Journalism Study Group and became its Representative Director. He has been a Visiting Associate Professor at Hiroshima University’s Faculty of Medicine since 2020, and an Associate Professor at Musashi University’s Faculty of Sociology since 2025. His notable works include the NHK Special "The Danger of Sleep Debt." He received the Special Award of the Yahoo! News Japan Personal Author Award in 2019.

Keizo Takemi

House of Councillors, Japan / Former Minister of Health, Labour and Welfare

Keizo Takemi is Chairperson of the Liberal Democratic Party (LDP) Members' General Assembly in the House of Councillors and former Minister of Health, Labour and Welfare (2023-2024). Born in Tokyo in 1951, he graduated from Keio University in 1974 and completed his master's in 1976. He was a professor at Tokai University before being elected to the House of Councillors in 1995, now serving his fifth term. He previously served as State Secretary for Foreign Affairs, Senior Vice Minister for Health, and Chair of the Foreign Affairs and Defense Committee. Prof. Takemi has held numerous international positions including WHO Goodwill Ambassador for UHC (2019-2022), Co-Chair of UNDP's Advisory Panel on Human Security, and member of various UN and WHO committees. He was also a research fellow at Harvard School of Public Health (2007-2009) and a TV news anchor (1984-1987).

Hiroaki Miyata

Completed the Master’s Program at the Division of Health Sciences and Nursing, Graduate School of Medicine, University of Tokyo in 2003. Doctor (by dissertation only) of Health Sciences in the same field.
Served as an assistant at the Faculty of Human Sciences, Waseda University and assistant professor at the University of Tokyo, Healthcare Quality Assessment. Appointed as associate professor at the University of Tokyo, Healthcare Quality Assessment in April 2009 and professor at the same in April 2014 (part-time from May 2015). Has served as professor at Health Policy and Management, Keio University School of Medicine since May 2015.

Yasuhiro Suzuki

President, International University of Health and Welfare / Former Vice-Minister for Health, Ministry of Health, Labour and Welfare

Dr. Suzuki graduated from Keio University School of Medicine in 1984 and joined the Ministry of Health. He earned MPH and MSc degrees from Harvard University (1989-90) and a PhD from Keio University (1996). In 1998, he was seconded to WHO as Assistant Director-General (executive director level) for four years. His career at the Ministry of Health, Labour and Welfare included positions as Director of Health Research and Development (2005), Director of Health Services for the Elderly (2006), Medical Insurance Director (2010), and Surgeon General of the Defense Ministry (2012). He served as Deputy Minister for Technical Affairs (2014), Commissioner of the Health Insurance Bureau (2016), and Vice-Minister for Health/Chief Medical & Global Health Officer (2017-2020). He became Vice President of International University of Health and Welfare in 2021 and President in 2022.

Shuhei Nomura

Specially Appointed Professor, Global Research Institute, Keio University

Dr. Shuhei Nomura is a Professor at Keio University Global Research Institute (KGRI) and an expert in epidemiology and biostatistics. His research spans global health policy, disease burden, nutrition, and disaster risk management. He collaborates with international organizations such as the World Health Organization (WHO) and the Bill & Melinda Gates Foundation. Among his various roles, he serves on the Global Burden of Disease (GBD) Scientific Council and is a Senior Fellow at the Center for Asia-Pacific Resilience and Innovation (CAPRI). He contributes to evidence-based policymaking and bridges research and practice to strengthen health systems worldwide.

Reiko Hayashi

Director-General National Institute of Population and Social Security Research (IPSS), Japan

Dr. Reiko Hayashi is the Director-General of Japan's National Institute of Population and Social Security Research (IPSS). She holds bachelor's and master's degrees in Health Sciences and a bachelor's in Architecture from the University of Tokyo, a master's from the University of Paris, and a PhD in Policy Studies from the National Graduate Institute for Policy Studies. She served as technical advisor to Senegal's Minister of Health, lecturer at the University of Tokyo GCOE program, and Director of International Research and Deputy Director-General at IPSS before assuming her current position in 2024. Her research focuses on health and longevity, migration, population development, and population policies. She serves as board member of the Asian Population Association (former president), the Population Association of Japan, Japan Association for Global Health, and on various government committees for the Ministry of Health, Labour and Welfare.

Hiromi Todoroki

Board member of Japan Federation of Cancer Patient Groups Chair of Certified non-profit organization ‘KIBOUNOKAI

A bereaved family member who lost their spouse to scirrhous gastric cancer. Graduate of Ochanomizu University. Worked as a teacher at Gakushuin until 2014. Having experienced the importance of information firsthand as a patient's family member, they worked together with the Japan Gastric Cancer Association to organize the National Gastric Cancer Caravan nationwide and to create gastric cancer treatment guidelines for patients. She is working for raising awareness of cancer and making policy proposals in the hope of creating a society that is easy for everyone to live in.

Koichi Fukunaga

Professor, Pulmonary Division, Department of Medicine, Keio University, School of Medicine

After graduating from Keio University School of Medicine in 1994, Prof. Koichi Fukunaga completed his residency at Keio University Hospital, worked as a research fellow at the University of Tokyo Graduate School, served as a senior resident at Keio University Hospital, and as a staff physician at National Hospital Organization Minami-Yokohama Medical Center. He was a research fellow at Harvard Medical School's Brigham and Women's Hospital and Chief of Internal Medicine at Saitama Social Insurance Hospital before returning to Keio University as Assistant Professor, Associate Professor, and eventually Professor (2019) in the Department of Internal Medicine (Respiratory Medicine). He became Vice Director of Keio University Hospital in 2021 and Chair of the Department of Internal Medicine in 2023. In 2020, he served as Chief Scientific Officer of Japan's COVID-19 Task Force.

Since joining IQVIA (formerly IMS) in 2006, Fumi has held key leadership positions across strategy consulting, sales, operations, and general management. As former Senior Vice President and General Manager of Technology and Analytics Solutions, he spearheaded initiatives that leveraged advanced data analytics and AI to enhance healthcare outcomes. Hiroyuki Komatsu

Head of Business Innovation, Roche Diagnostics Japan

A graduate of the University of Tokyo's Faculty of Law, Hiroyuki Komatsu began his career at Nissho Iwai Corporation (now Sojitz). He later transitioned to ITX Corporation, where he was engaged in M&A and investment projects. Demonstrating his entrepreneurial leadership, he took on the role of President and CEO of Olympus Business Creation Shanghai, successfully launching a new venture in China.
Mr. Komatsu joined Roche Diagnostics in 2013. As Head of Molecular Diagnostics, he achieved remarkable business growth during the COVID-19 pandemic by establishing a new ecosystem with key stakeholders, including government bodies and major commercial labs. After serving as Head of Marketing, he was appointed to his current role as Head of Business Innovation in 2023. In this capacity, he now leads new business development, strategic partnerships, innovation, and digital business initiatives for the company. He also served as a director for the Japan Association of Clinical Reagents Industries from 2017 to 2020.

Yusuke Tsugawa

He was a health specialist at the World Bank group and a research fellow at Beth Israel Deaconess Medical Center/Harvard Medical School. Dr. Tsugawa’s research has been published in leading medical and health policy journals including JAMA, JAMA Internal Medicine, BMJ, and Lancet. Dr. Tsugawa’s research has also been featured in several media outlets including The New York Times, The Washington Post, and National Public Radio. Dr. Tsugawa received PhD in Health Policy from Harvard University, MPH from Harvard School of Public Health, and MD from Tohoku University School of Medicine in Japan. His research is supported by the National Institute of Health. He is an author of multiple books including “Causal Inference in Economics” (with Professor Makiko Nakamuro, published by DIAMOND, Inc.) and “Introduction to Health Policy” (Igaku-Shoin, Ltd.). He is an expert in health policy and health economics.

Makiko Nakamuro

Professor, Faculty of Policy Management, Keio University

After graduating from Keio University and working at institutions including the Bank of Japan, Professor Nakamuro assumed her current position. She obtained an MPA and Ph.D. from Columbia University. She specializes in economics of education. She serves as an expert committee member for the government's Digital Administrative and Financial Reform Council, Regulatory Reform Promotion Council, and others. Her publications include 'Science-Based (Evidence-Based) Child-Rearing' (which sold 78,000 copies within 3 months of release), 'The Economics of "Academic Achievement"' (published by Discover Twenty-One), which was the runner up for the 2016 Business Book Award and has sold over 370,000 copies, and 'The Economics of "Cause and Effect"' (co-authored, published by Diamond), which was ranked #1 in Weekly Diamond's 2017 Best Economics Books. Since September 2021, she has been serving as a Senior Expert (Digital Education Coordinator) at the Digital Agency.

Hitoshi Fukuhara

Representative Director, Heart Valve Voice

Born in 1959, Hitoshi Fukuhara was diagnosed with acute aortic dissection at the age of 54 in 2013, requiring emergency surgery to replace the ascending aorta with an artificial graft. Subsequently, he experienced a stroke, aortic valve regurgitation, and coronary artery stenosis. To date, he has undergone a total of five major surgeries, including three open-heart surgeries and two stent graft procedures. In 2019, he established the Heart Valve Voice, a general incorporated association, and assumed the role of Representative Director. Since 2021, he has also served as an Advisor to the Japanese Circulation Association. With the mission of “improving the present and future of people living with heart valve disease,” he engages in public awareness initiatives, patient support, and policy advocacy, while also participating in satoyama (woodland) conservation and maintenance activities in the Tokyo metropolitan area.

Takafumi Horii

Takafumi Horii leads approximately 3,700 employees across Commercial, R&D and Operations with annual revenue of about 500 billion yen since July 2022. Prior to joining AstraZeneca, he served as Senior Vice President and Head of Japan Oncology Business Unit at Takeda Pharmaceutical Company. His international experience includes roles as VP & Area Head of the Near-east, Middle-east and Africa covering 21 countries, President in Taiwan, and leadership positions in emerging markets and China. Horii began his career at Canon Inc., later joined a US-based IT startup in Japan where he led a consulting team. He has expanded his leadership through assignments in Dubai, Taiwan, Shanghai and Singapore. He currently serves as Vice Chair of the European Federation of Pharmaceutical Industries and Associations Japan (EFPIA Japan) and Standing Director of the Japan Pharmaceutical Manufacturers Association (JPMA). He holds an MBA from the Darden School of Business, University of Virginia.
